CoSA is a program that successfully (re)integrates high-risk offenders into the community. Four to seven community volunteers form a covenant with a high-risk sex offender for at least the first year of his release. Since 1994 over 150 Circles across Canada have dramatically reduced the re-offence rate of high risk offenders. There is a 77% reduction in sexual offence recidivism, and significant reduction of violence in new offences.
M2/W2 in conjunction with Catholic Charities operates CoSA in the Fraser Valley. We currently are participants in a five-year fifteen-site “National Demonstration Project” through funding by the National Crime Prevention Centre. Research has already demonstrated the significant viability of this program in preventing more victims.
